Our approach is in line with Scaleway’s open-source DNA (Kubernetes upstream, standard S3, OpenTofu, Cilium, Calico). We build without proprietary lock-in so the choice to use Scaleway is never irreversible. Reversibility is a deliverable in its own right.

- Kapsule and Dedicated Control Plane
Kapsule offers a managed Kubernetes service with a Dedicated Control Plane for production environments and support for Cilium and Calico for networking. We manage it with the same rigour as we do on EKS, AKS or GKE: node pools, autoscaling and observability.

S3-compatible object storage for assets, managed databases (PostgreSQL, MySQL, Redis, MongoDB), high-IOPS block storage with encryption at rest, and NFS file storage for shared workloads. Key differentiator: outbound bandwidth is included, which radically changes the FinOps equation when compared to US hyperscalers.
- Elastic Metal, MNQ and business services
Elastic Metal for bare-metal workloads requiring hardware control, Messaging and Queuing (MNQ) for managed event buses, Transactional Email (TEM) for large-scale email flows, and Scaleway IAM for granular access management. The Scaleway catalogue now includes business services beyond pure computing.
- Sovereign AI, GPUs and European inference
Scaleway offers a competitive sovereign AI infrastructure: H100, multi-zone L4, NVIDIA Blackwell GPU. We deploy Hugging Face and Mistral AI natively on Kapsule for customers who wish to scale up their AI operations without relying on US hyperscalers.
- Networking, VPNs and hybridisation
Site-to-Site VPN, VPC Peering, Public Gateway and IPAM enable the creation of hybrid architectures where part of the IT infrastructure remains on-premises or on another cloud. We design these interconnections with a view to achieving gradual sovereignty, without imposing a switch to a cloud-only model.
- Migration from AWS, GCP or Azure
Workload audit, comparative TCO modelling, migration plan with no service disruption. Our phased approach enables organisations to migrate away from a hyperscaler without disrupting their roadmap, by leveraging Terraform / OpenTofu and an explicit reversibility strategy.
- Sovereignty and compliance with European regulations
Exclusive hosting in Europe, native GDPR compliance, exemption from the US CLOUD Act. The Health Data Hub’s recent migration from Azure to Scaleway is a major industry milestone. Audit Trail covers the entire scope, which is a key factor for NIS2 and DORA compliance.

DC5 uses adiabatic cooling to achieve a benchmark PUE in Europe. Scaleway has been running entirely on renewable energy since 2017. This is especially relevant when it comes to the CSR aspects of tenders, although not the primary factor in the decision-making process.

Scaleway has evolved from being an ideological alternative to a legitimate technical option. The migration of the Health Data Hub from Azure is a concrete example of this, and the European Commission’s selection of Scaleway for its sovereign cloud programme confirms this direction of travel.
For the workloads we manage (CMS, e-commerce, high-traffic public platforms), the absence of Egress costs, the maturity of Kapsule and the arrival of Blackwell GPUs are changing the financial and technical landscape. The debate on sovereignty is now also a technical and financial debate, and no longer merely a political one.
